Vicky Arroyo
Vicky Arroyo is a Director of Economic Equity at BMO, NA. She has rejoined BMO after 14 years to help the bank carry out portions of the bank’s most recent $40 Billion Community Benefits Plan targeting minority-owned middle-market businesses and addressing key barriers faced by minority businesses, communities and families in the United States. Through lending, investing, giving and engagement in local communities, the plan looks to tackle barriers to inclusion in the financial services industry to create more opportunity for recovery and success. She also helps deploy the BMO EMpower Fund which provides capital to support the growth of women, Black and Latinx owned companies across our U.S. and Canadian footprint. The Fund investment in Private Equity and Venture Capital funds focus on providing women and people of color with the financial resources needed to grow and scale their businesses. Investments are made where the majority of the fund’s management and ownership are Black, Latinx and women.
Prior to her return, she was President and COO of The Resurrection Project, a 32-year-old social impact nonprofit organization focused on Affordable Housing Development, Property Management, Financial Wellness and Homeownership, Immigrant Justice and Community Health Programs. She had served on the organizations board for 12 years before being asked to assist during the Covid Pandemic where the organization had opportunities to grow through government contracts supporting housing, rapid relief funds and affordable housing development.
She had previously been in the banking industry from 2010 to 2019 at MB Financial Bank as the President of the banks CDC, and at BMO Harris, NA, from 1995 to 2010, overseeing teams in Commercial Real Estate and Community Development Lending. Over the years, she developed successful strategies to exceed several banks’ Community Reinvestment Act (CRA) investment objectives and community development goals. Vicky is an effective leader with experience in building and managing teams that have exceeded its financial and CRA goals. She has worked extensively in multiple lines businesses and closely with C-suite executives during her banking career. She has ample knowledge in Commercial Real Estate, Mortgage Lending and Community Development Lending, specializing in Low Income Housing Tax Credits (LIHTC) financing, NMTC and TIF financing. She also managed the bank’s charitable foundation efforts, employee volunteer initiatives and special loan programs with government and nonprofit partners. Her vast network has been focused on connections between banks and partners in the community that help achieve connected goals for all involved.
Vicky is an active civic leader and currently back on the board of Resurrection Project’s (TRP) governing Board and Chicago Low Income Housing Trust Fund as board and finance chair, National Equity Fund as board member and Audit and Finance Committee Chair and Chicago Initiatives, Inc. board member. She previously was on the board of NHS of Chicago and ACCION Chicago and loan committee chair of Women’s Business Development Center (WBDC). Vicky earned a BS in Accounting from De Paul University and resides with her family in Chicago’s Northwest side.
