Center for Water Policy Director Melissa K. Scanlan, Water Policy Specialist Cora L. Sutherland, and former Water Policy Specialist Andrian Lee, wrote a paper that is now published in the Notre Dame Law School’s Journal on Emerging Technologies. The paper: Great Lakes Offshore Wind: Creating a Legal Framework for Net Positive Environmental, Social, and Financial Benefits looks at many factors associated with renewable wind energy.
