Employees can pay for parking permits and bus passes through payroll deduction. With payroll deductions, you have money automatically deducted through the year from your paychecks pre-tax. (Select permits such as U-PARK are excluded.)

Citations
Parking citations may be issued for several reasons and are documented on our rules and regulations.
Permits
Transportation Services offers a variety of annual, semester, and monthly parking permits to customers.
Daily / Hourly Parking
UWM offers several convenient daily/hourly parking options for faculty, staff, students and visitors.
Parking Basics
There is no free parking on UWM’s campus. All employees are required to pay for parking. Wisconsin state statute requires that parking operations be self-supported. Parking revenue covers the maintenance and management of parking lots and garages.
Parking structures and lots are enforced 24/7. Failure to pay for parking may result in citations.

Full Time & Onsite Employees
Most full time employees opt to purchase a parking permit. Faculty/staff can sign up for payroll deduction to have the money automatically deducted from their paychecks pre-tax! Parking is sold on a first-come, first-serve basis, but guarantee you have parking at one of your permit’s designated location(s). Rates vary by permit and by location.
During Fall and Spring semesters, UWM also runs the U-PARK Park & Ride on Capitol & Humboldt. For approximately $38 a semester, you park your vehicle at the lot and use your employee ID to ride from the lot to main campus.
The employee bus pass, or Commuter Value Pass, also offers access to the Milwaukee County Transit System from several convenient park & rides from across the area.

Part Time & Hybrid Employees
Generally speaking, if you are on campus three or more days a week, it makes sense to purchase a permit. However, check our Permit Value Calculator to see how it fits with your personal circumstances.
If you do not have a permit, you are charged the hourly rates for a parking facility (which are typically capped at $12 a calendar day). Payment platforms may charge a transaction fee on top of the parking fee.
Daily/Hourly Parking
Most parking locations require you when or prior to your arrival. You can only park in designated non-permit spaces.
The following locations are gated garages and require you to pay for parking prior to your departure.

Debit Accounts
Debit accounts allow you to deposit money via payroll deduction or credit/debit card to your PantherCard for use at:

Please note that the Transportation Services debit account is separate from the GOLD account used for dining and other services.
Parking & Transit Accounts
The Universities of Wisconsin offers employees the ability to set up a Parking and Transit account through Optum Financial.
You receive a benefits card that you can use to pay for parking through payment apps and more.
Please note that this program is managed by the Universities of Wisconsin System Administration, and Transportation Services is unable to assist with managing your Optum account.
Alternatives to Parking on Campus

Employee Bus Pass
Employees can qualify for a subsidized bus pass, or Commuter Value Pass (CVP). The CVP allows you unlimited rides on any Milwaukee County Transit System (MCTS) bus at the cost of $33 a month.
U-PARK Park & Ride

UWM and the East Side of Milwaukee are among the most pedestrian and bike friendly parts of the city.
