February Spotlight – Officer Craig Rafferty

Officer Rafferty is the Community Liaison Officer for UW-Milwaukee Police Department. He has been employed with the department since 1994. He participates in numerous community policing events and represents the UWM Police Department at various training programs on campus and around the city. His programs are most popular with the students during student orientation.

He is a long standing member of National Organization of Black Law Enforcement Executives (NOBLE). Officer Rafferty said on of his goals as an officer was to provide exceptional community policing strategies to his community and to encompass the mission and vision of NOBLE by providing real solutions to law enforcement issues and concerns.

Each year during Black History Month he acknowledges and gives homage to his first Chief of Police, Phillip A. Clark, who was also a distinguished executive member of NOBLE, Rafferty’s mentor, and the first African American State Trooper in Wisconsin. He also helps mentor children from the neighborhood where he grew up. Rafferty was raised in the 53206-area code, what has the highest incarceration rate of African American males nationally, which inspires him to participate in UWM’s annual Summit on Black Male Youths. During the summit, Rafferty draws on his 27 years of training and real-life experience, as a State Law Enforcement Officer and gives “real talk” advice when discussing police and community relations.

Being on campus for so many years, he has been able to establish great relationships with the campus community, students, faculty, and staff members who affectionately call him “RAFF”.
