PHILLIP A. CLARK

His widow, Katherine H. Clark, UW-M class of 1967, offers the $1,000 scholarship in his memory (for 2020-21 and 2021-22).

Phillip A. Clark (1936-2015) served as Chief of Police of the UW-Milwaukee Police Department from 1990 – 2004.  He was the first African American to serve in the position.  He was credited with significantly increasing the racial, ethnic and gender diversity within the department and transforming it from a strictly policing function to one that broadly served the campus community.  In 2016 he was awarded the Ernest Spaights Plaza Award for significant, enduring and campus-wide contributions to UW-M.  Prior to joining UM-M, Clark served as Director of Safety and Security for the Medical College of Wisconsin and Froedtert Hospital.  He was also the first African American officer to serve on the Wisconsin State Patrol and the first African American officer to achieve the rank of Lieutenant.
