During the fall and spring semesters, UWM and the Milwaukee County Transit System (MCTS) offer park and ride services from locations around Milwaukee. Typically, they run from the start of classes through the end of final exams.
UPARK is an off-campus park & ride lot with shuttle service to the main campus. UPARK is located north of the Humboldt Boulevard and Capitol Drive in Milwaukee, WI.
Students who pays segregated fees can get a free permit online at uwm.edu/transportation/portallogin. Otherwise, the associated charge is $2.00 per day (pay at pay station in UPARK Lot or via Parkmobile), or purchasing a permit online at uwm.edu/transportation/portallogin.
The average shuttle ride is 10 minutes, although it can be shorter or longer depending on traffic, weather, or mechanical concerns.

Note: Students auditing classes or taking only online courses, traditionally are not paying segregated fees. This can be verified by reviewing the student’s PAWS account. The Capitol and Humboldt (UPARK) Surface Lot parking permit is not free to non-segregated fee-paying students. Non-segregated fee paying students will need to purchase the semester-long Capitol and Humboldt (UPARK) Surface Lot parking permit.

UPARK is a satellite parking lot located at Capitol and Humboldt with a shuttle bus system developed to address the parking needs of commuting students, faculty, and staff. On-campus parking is limited, and parking on the streets surrounding UWM is also difficult due to restrictions which limit long-term parking in the largely residential neighborhood.
The location is northwest of the UWM Kenwood Campus. It is north on N Humboldt Blvd past the intersection of E Capitol Dr and N Humboldt Blvd. Click here for a map showing the location of the UPARK lot. UPARK Google Map.

It is open to students, faculty, and staff. Capitol and Humboldt (UPARK) Surface Lot provides parking and a bus ride to campus with a PantherCard. The cost for a permit for students paying segregated fees, traditionally taking classes on campus, is free. For students not paying segregated fees, traditionally online-only courses or auditing classes, or for faculty and staff, the cost is $37 per semester. The permit may be purchased online at uwm.edu/transportation/portallogin.
Monday-Thursday
Departing the UPARK every 30 minutes from 5:30am-7am, every 10 minutes from 7am-6pm, every 15 minutes from 6pm-8pm, then departing UPARK at 8:30pm and 8:50pm. The last shuttle will depart Cunningham Hall and the Golda Meir Library at 9pm.
Friday
Departing the UPARK every 30 minutes from 5:30am-7am, every 10 minutes from 7am-12pm, every 15 minutes from 12pm-6pm. The last shuttle will depart Cunningham Hall and Golda Meir Library at 6pm.
- Students (with segregated fees) The Prowl Line is free to students. Students will need to display their PantherCard to the campus shuttle driver while boarding. Parking at the UPARK is FREE for students paying segregated fees*. A permit will need to purchased online at uwm.edu/transportation/portallogin. The permit is available only online and connects your license plate virtually to the permit. No hang tag or sticker will be necessary to park, and users may add or remove vehicles from their permit on the same online portal.
- Faculty and Staff The campus shuttle is free to faculty and staff. Faculty and staff will need to display their PantherCard or ID badge to the campus shuttle driver while boarding. Parking at the Capitol and Humboldt (UPARK) Surface Lot is $37 per semester for faculty and staff. A permit may be purchased online at uwm.edu/transportation/portallogin. No hang tag or sticker will be necessary to park since the permit will be associated with your license plate, and users may add or remove vehicles from their permit on the same online portal.
- Other Users All other users of the UPARK parking lot may purchase a $2.00 calendar day permit which may be paid through one of the contactless payment options, such as Parkmobile, Passport Parking, or PayByPhone. Permits can be purchased online for $37 at uwm.edu/transportation/portallogin.
*Segregated fees are an additional fee outside of tuition that is used for various activities on campus. Students taking a course on campus traditionally pay segregated fees. Students auditing courses or are taking only online courses do not pay segregated fees and will be able to purchase the permit made available for Faculty and Staff at uwm.edu/transportation/portallogin.
All users of the UPARK lot may park continuously through the day, but the campus shuttle will discontinue servicing the lot after 9:00 PM Monday through Thursday and at 6:00 PM on Friday while classes are in session. No vehicles may remain overnight and there is no parking in the Capitol-Humboldt lot between 2—5 a.m.
The Commuter Route will loop continuously in this order:

- UPARK
- Repeat

Note: The “Live Prowl Line for Desktops” will only display content while buses are active in the Fall and Spring semester. The Prowl Line provides service to the UPARK while classes are in session during the Fall and Spring semesters only.
During Fall and Spring, security staff are located at the Capitol and Humboldt (UPARK) Surface Lot from opening at 5:30 AM until a half hour after Prowl Line service concludes. Prowl Line service to the UPARK is provided Monday through Thursday from 5:30 AM until 9:00 PM, security will be present until 9:30 PM. On Fridays, Prowl Line service to the UPARK is provided from 5:30 AM until 6:00 PM and security will be present until 6:30 PM.
Note: Days when service is not provided to the UPARK, such as holidays, summer session, or WinteriM session, there will be no security at the UPARK.

- Arrive at the UPARK Surface Lot 30 minutes in advance
- Verify if parking is paid for by either permit or daily through one of the contactless payment options, such as Parkmobile, Passport Parking, or PayByPhone
- Security is present at the lot if needed
- Portable toilets and water are available when open for parkers
- If wheelchair or ADA assistance is needed, please call ahead to the Cambridge Commons front desk so that an ADA-equipped vehicle can be sent. The phone number is (414) 935-6900.
As part of its freeway flyer program, MCTS has several U-Buses taking students from park and rides throughout Milwaukee County to campus, including:
- Route 40U: Runs from the W. College Avenue Park and Ride Lot (on I-94). This route services Oak Creek, Franklin, South Milwaukee, and Milwaukee’s South Side.
- Route 44U: Runs from the Hales Corners (Highway 100 and W. Layton Ave at I-43) and State Fair (N. 76 St. and W. Kearney St) Parking and Ride Lots. These lots service Milwaukee’s southwest side and suburbs, including Franklin, Greenfield, Greendale, Hales Corners, New Berlin, Wauwatosa, and West Allis.
- Route 49U: Route 49 running from Brown Deer East Park and Ride Lot (W. Brown Deer Rd and I-43) has been discontinued. Instead, use Route 68 which also is from the parking lot and goes to UWM. This lot services Brown Deer, Milwaukee’s North Side, and the North Shore.
Route 40U and 44U run only during the Fall and Spring semesters on weekdays when school is in session.
Students who pay segregated fees qualify for a U-PASS, which allows them to ride MCTS buses for free. Faculty and staff can purchase a Commuter Value Pass, or CVP, which provides unlimited bus rides for a reduced, monthly fee.
