Biography

Lubner has been a qualified instructor for the Coast Guard Auxiliary and the Wisconsin DNR for more than 40 years. He conducts vessel safety checks on the School of Freshwater Sciences fleet of small boats and has taught the Wisconsin DNR’s Boat Wisconsin course to students enrolled at SFS. Completion of the course results in a DNR certification required of anyone born after 1988 if they are operating a powerboat in Wisconsin waters. He also regularly conducts tours of SFS and helps plan and implement educational programming for K-12 teachers and students.

As a member of the Milwaukee County Local Emergency Planning Committee, he serves as chair of the Community-Right-to-Know (CRTK) Subcommittee and vice-chair of the MCLEPC. The role of the MCLEPC is to review the required plans of nearly 300 businesses and industrial sites relative to prevention of, and planning for, emergencies associated with extremely hazardous substances. 

He often provides information on hypothermia and cold water safety, present and historical lake levels and the cause of level changes, updates on new and revised safety equipment requirements, Lake Michigan water quality, and even historical notes about Milwaukee’s waterways.
