Francis, Jen

Director of Campus Planning
Facilities Planning and Management

Jen serves the University of Wisconsin-Milwaukee as the Director of Campus Planning, where she supports the campus-built environment through her oversight and management of campus master plans, capital budgets, and project delivery. She joined campus in June of 2021, bringing with her years of architectural, planning, and leadership experience across the private and public spheres.

Proud to be a UWM alumna, Jen graduated with a Bachelor of Science in Architecture. She pursued graduate School at Washington University in St. Louis where she earned master’s degrees in both Architecture and Urban Design. Architectural work and study took her around the world: New York City, Switzerland, and Argentina. In 2009, she published an international urban design compendium: Making the Metropolitan Landscape: Standing Firm on Middle Ground (Routledge).

Prior to returning to UWM, Jen was fortunate to serve as the Comprehensive Parks Planner for the City of Burlington, Vermont, and in both Director of Administration & Planning and Deputy Director roles for Milwaukee County Parks in Wisconsin.

Committed to recognizing the fullness of voices dimmed by harmful systemic structures, Jen works to advance diversity, equity, and inclusion. She uses her training and experience to transform often invisible perceptions and patterns into opportunities for individual and collective growth.

Jen is also dedicated to supporting people in their connectedness to nature. Her work in parks, open spaces, natural areas, and waterway restoration is driven by the importance of our human relationship with the natural world. She serves as a Board Member of World Urban Parks and as a member of the #Nature for All Task Force, a global movement to inspire love of nature.
