Wisconsin Department of Transportation (WisDOT), as a recipient of federal aid, has developed and implemented a DBE program that conforms to the standards and objectives of Title 49 CFR 26 and to those required under the Wisconsin Statutes sections 84.072, 84.075 and 84.076. To streamline the existing operation and to ensure a more robust DBE program, the Department is interested in a study to examine its DBE project award process and contractor outreach efforts that can further develop and expand DBE firms capacity to fulfill subcontract opportunities on federally assisted WisDOT contracts. This study will lead to the development of a set of recommendations to maximize DBE participation and success rate. It will also set directions for developing and implementing a unique and robust DBE pilot training program to help address and remove the barriers faced by DBEs in Wisconsin.
