Summary:
Footage of National guards at the Capitol in Madison, Wisconsin, during a march for welfare mothers in April of 1969. Footage of the march and an interview with a Father James Groppi. Followed by footage of politicians in the legislature and of Warren Knowles’ conference on the police and National Guard surveillance during the march.
