Summary:

Audio segment with Melodie Wilson describing the American prisoner situation in Mexico and Ambassador Lucey’s visits to jails. Brief footage shows her interviewing him, in which he states the merits of the prisoner transfer program to free those incarcerated, repatriate and then rehabilitate back in the United States. Audio of Wilson concludes with her listing other issues facing Lucey in Mexico and Latin America like drug trafficking at the boarder, eradicating poppy and marijuana trade, the devaluing peso, and birth rate and family planning. Lucey served as Ambassador to Mexico from July 19, 1977 to October 31, 1979.
