Before joining UWM’s faculty, I worked in Washington DC as legislative assistant to Congressman Henry Reuss (WI-5), elected to three terms in the Legislature’s State Assembly from the Sherman Park neighborhood and two terms in the State Senate from Milwaukee’s northwest side (1977-89), served a term on the Metropolitan Milwaukee Sewerage Commission, and headed a faith-based nonprofit, the Milwaukee Jewish Community Relations Council (1990-97).

At UWM, I taught public administration and nonprofit management and wrote 9 books on American governmental history.
