Approval of Minutes
The minutes of the November 25, 2025 meeting were approved.
Special Guest
Provost Andrew Daire
- On December 10 there will be a budget transparency meeting with the Provost, financial representatives, the APBC, UC, ASC, and USC. The purpose is to provide more data on the university budget situation, with a particular focus on the budgets of subvented units. Discussion on how to have the university thrive financially will also occur.
- By federal law and accreditation guidelines, students should have information on textbooks when they register for classes. As of last week, there are 900 courses without textbook information available for next semester. Discussion about how to handle courses that have permanently decided to not use textbooks ensued.
- The new director of the University Centers is getting acclimated to the position and has been meeting with key stakeholders.
- UW System made last-minute changes with the GER policy which may cause difficulties with UWM implementing the required changes by Fall 2026.
Chairperson’s Report and Announcements
- M. Kavanaugh reported that the UW System Representatives have been primarily focused on the Teaching Workload Policy and the GER revisions.
Members’ Reports
- L. McHenry reported that the realignment workgroup has met with the School of Freshwater Sciences and the science units in the College of Letters & Sciences. They will meet with CEAS next week. The workgroup should have at least two models for alignment by mid-March. Additionally, the Space Committee met and reviewed their charter.
New Business
- Modifications to P&P Chapter 1 – Faculty Status
M. Kavanaugh will bring suggested changes to Chapter 1.01 (b) of UWM Policies and Procedures regarding granting Faculty status to instructional academic staff to the Academic Staff Committee for their input.
- Proposed State Legislation Regarding Faculty Composition
The UC moved into closed session for discussion of the topic.

Personnel Matters
Per Wis. Stats 19.85(1)(f), it was moved and seconded to go into closed session to discuss personnel matters. Upon voice vote, closed session began at 2:07 p.m. The committee reconvened in open session at 2:22 p.m.
Future Agenda Items
The next scheduled UC meeting is December 9 at 1:00 pm. Chancellor Gibson is scheduled to attend.
