A3.2 Information Technology Policy Committee
- Membership. Twenty-three members as follows: ten elected Faculty; two from each Division of the University, elected by Division; five appointed Faculty, one from each Division appointed by the Chancellor from nominations submitted by the University Committee; three elected members of the Academic Staff, with at least one representing full-time teaching staff; a University Staff member appointed by the Chancellor; one student; and, the following ex-officio members, the Associate Vice Chancellor for Information Technology / Chief Information Officer, a representative of the Chief Marketing Officer, and a representative of the Provost.

Makes recommendations to the Faculty and UWM Administration regarding (a) policy on information technology and its use; (b) the coordination of service delivery by all university information technology units, including monitoring, overlap, conflicts and inefficiencies; and (c) the planning and implementation of decisions pertaining to information technology and related services.

Office of the CIO:
(September 2024) Scott Genung provided an update on key initiatives, including digital accessibility efforts at both UWM and the System level, progress on the AI Taskforce with specialized workgroups, and the IT and Data Adaptive Strategic Planning process, where goals have been set and the timeline extended to November 2024. (December 2024) Scott provided an update on the governance structures being developed for AI initiatives at UWM, emphasizing the need for an ITPC representative on the AI Ethics and Privacy subcommittee. A member was subsequently assigned to this committee.
UWM General Topics:
(November 2024) Colleen Ferrence-Burke provided an overview of Open Records at UWM, covering what qualifies as a record (nearly everything except personal notes), retention rules (no need to create new records in response to a request, and once a request is received, associated records cannot be deleted), and the costs involved in obtaining records.(March 2025)Beth Schaefer reminded the ITPC of the Campus Town Hall for the ITD Strategic Plan, which later took place March 13th 2025. Jonathan Hanes and Lisa Fugina-Russell presented on UWM’s new survey tool, Explorance Blue. This tool ensures compliance with SAAP policy, improves the evaluation of instruction, and provides rigorous, high-quality data for comparisons across the university. Departments can also add their own questions to the core set used campus-wide. (April 2025) Aaron Dobbs on collaborations with CTS and other IT units to enhance library technology services. Key initiatives included a proposal to streamline PC usage in the Learning Commons, achieving significant cost savings, and improvements to the laptop lending program to support student access to technology.
Information Technology Governance:
(April 2025) Scott Genung presented an update on the Adaptive Strategic Plan, highlighting the new IT governance structure introduced to support its implementation. He reviewed outcomes from the March 13 town hall and invited ITPC members to participate in new governance groups, including the IT Ethics and Privacy Subcommittee and the Academic IT Subcommittee.
Information Security:
(October 2024) CIO Mike Grypp highlighted key takeaways from October Cybersecurity Month, emphasizing the rise of social engineering attacks like impersonation and spoofing, often aimed at financial fraud or data ransom. He urged individuals to protect themselves by avoiding password reuse, enabling MFA, staying alert to urgent or emotional phishing tactics, and ensuring data encryption.
Research Computing:
(April 2025) Dan Siercks presented an update on UWM Research Computing, reporting that in 2024 researchers used 29.7 million core hours across more than 846,000 jobs, with participation from 158 users representing 10 Schools and Colleges. UWM also contributed computing power to the Open Science Grid and continues to support thousands of compute cores across campus and LIGO clusters, with efforts aligned to the 2020 Cyber Infrastructure Plan and Internet2’s Research IT Capabilities Model.
Digital Accessibility:
(April 2025) Scott Genung provided an overview of UWM’s Digital Accessibility efforts, introducing the task force, executive sponsors, and workgroups. He emphasized the goal of achieving and sustaining compliance through an evolving action plan and highlighted CELT’s workshops and the digital accessibility website as key resources.
Data Governance:
(October 2024) Stephanie Warner introduced the Data Oversight Committee, which replaced the DGCC to focus on enterprise-wide data. Since its launch in 2024, the committee has developed a website on application access, approved processes for Workday data access, supported WERIT’s review of student data definitions, and established a certification process for the student data warehouse in Collibra.
Center for Teaching and Learning:
(November 2024) David Delgado shared updates on CETL initiatives, including the Common Content Project to standardize Canvas courses, integration of campus and Outlook calendars into Canvas, and Follett’s integration for direct textbook ordering. Efforts on inclusive access and ADA Title II compliance are ongoing, with CETL managing requests via Ivanti Neurons. Sarah Riforgiate and Amy Mangrich received the 2024 Social Learning Innovator Award. (February 2025) Natasha Jankowski and David Delgado gave a CETL Spring Update including information on Restructuring and Leadership, Support Commons and Accessibility Training and a brief overview of the Department Chair Survey Findings. They also introduced the new ‘Thank an Instructor’ initiative and went over Spring Offerings & Developments.
AI at UWM:
(May 2025) Scott Genung provided an overview of the May 1 AI Town Hall, highlighting new tools such as Copilot Chat and ChatGPT for Education, and the planned rollout of an AI gateway to support student success. He emphasized responsible AI use, community building through the AI Accelerator, and shared learning across campus, with faculty and staff showcasing applications in areas from cybersecurity to first-year writing.
Administrative Transformation Program (ATP):
(May 2025) Beth Schaefer, ATP IT Co-Lead, provided an update on the Universities of Wisconsin Administrative Transformation Program and the upcoming implementation of Workday. She outlined key transition dates for HR and finance, highlighted training availability beginning May 6, and noted ongoing efforts in IT system disposition and research administration. Workday will go live on July 7, streamlining processes in finance, HR, and research administration across all 13 universities.
UW System:
(December 2024) Beth Schaefer provided an update on the UW System’s Administrative Transformation Program (ATP), set to go live in July 2025. The program will standardize HR, Finance, and Research processes using Workday. Beth thanked those involved and assured that all UWM employees will receive thorough training for a smooth transition.
