III. Business
a. New SAAP – Emergency Operations Management
B. Switala presented the policy which was developed following a recent university audit. The policy aligns with Board of Regents policy, Universities of Wisconsin guidance, and state statutes, and establishes a coordinated campus response framework. The committee recommended clarifying review responsibilities.
MOTION: to recommend approval of the Emergency Operations Management policy as amended. The motion was seconded and approved by voice vote. The policy was recommended to move forward to the Academic Staff, Faculty, and University Staff Senate for presentation and approval.
b. Elimination – SAAP 07-06: Employee Assistance Program
M. Fessahaye presented the policy. The revisions stem from a five-year review. The policy was last updated in 2014. The policy was originally created in response to a 1989 executive order requiring an Employee Assistance Program, but the Department of Employee Relations no longer exists and the state now administers the program.
Universities of Wisconsin no longer manages or requires campus-specific policies. UWM currently provides relevant information through its own EAP webpage.
MOTION: to recommend elimination of SAAP 07-06. The motion was seconded and approved by voice vote. The policy was recommended to move forward to the Academic Staff and Faculty for presentation and approval, and the University Staff Senate for automatic consent.
c. SAAP 07-02: Annuitant Privileges
E. Bechly-Schubert presented the policy which was also under 5-year review. The only substantive change is removing access to parking.
MOTION: to recommend approval of revisions to SAAP 07-02. The motion was seconded and approved by voice vote. The policy will proceed to the Academic Staff, Faculty, and University Staff Senate for automatic consent.
d. SAAP 07-12: Rehiring UW Annuitants
E. Bechly-Schubert presented the policy which was also under five-year review. The revisions streamline outdated pre- and post-2013 language, clarify break-in-service requirements and hour restrictions, and address annuitants previously employed by other WRS-covered employers, placing responsibility on employees to disclose prior service. The policy also clarifies the relationship between emeritus status and rehired service and requires preapproval before rehire.
A clarification was requested on “break in service” versus “break in employment.” This will be standardized as “break in employment.”
MOTION: to recommend approval of revisions to SAAP 07-12. The motion was seconded and approved by voice vote. The policy was recommended to move forward to the Academic Staff for automatic consent, and to the Faculty and University Staff Senate for presentation and approval.
e. SAAP 10-08: Smoke and Tobacco-Free Campus
M. Spadanuda presented the policy which was also under five-year review. The revision updates the exception approval process to route through Finance and Administrative Affairs to align with the policy’s initiator.
MOTION: to recommend approval of revisions to SAAP 10-08. The motion was seconded and approved by voice vote. The policy was recommended to move forward to the Academic Staff, Faculty, and University Staff Senate for automatic consent.
