III. Business

a. SAAP 08-02 Fiscal Misconduct

J. Urdan presented revisions to the Fiscal Misconduct Policy. The policy was withdrawn from Faculty Senate review to allow for additional edits and reformatting under the new SAAP digital accessibility template.

Changes are primarily non-substantive and include updated purpose language, added scope, reordered definitions, refined expectations, and clarifications to the Vice Chancellor role and disciplinary process. Nonretaliation provisions remain unchanged.

Motion: to recommend approval of SAAP 08-02. The motion was seconded and approved by voice vote. The policy will proceed to the Academic Staff and Faculty for presentation and approval and University Staff Senate for auto consent.

b. New SAAP: Social Media Usage Representing UWM

J. Tabak presented the proposed Social Media Policy, which would apply to all university social media users. The policy was developed to address inconsistent oversight of accounts and recommends multiple owners for accounts to improve continuity and protect UWM’s reputation.

Members asked whether prior feedback had been incorporated, and Jodie Tabak confirmed that it informed revisions to the draft.

Questions were also raised about account monitoring, response expectations, training, and accountability. Jodie noted that operational guidance and best practices would be better addressed through onboarding and future communications resources rather than in policy.

Motion: to recommend approval of the policy as amended. The motion was seconded and approved by voice vote. The policy will proceed to the Academic Staff, Faculty, and University Staff Senate for presentation and approval.

c. Proposed Initiators and Responsible Parties Following Revisions to SAAP 00-01

E. Bechly-Schubert noted that “Vice Provost for Research” should be revised to “Vice Chancellor for Research.”

Motion: to approve as amended. The motion was seconded and approved by voice vote. The policy will proceed to the Academic Staff, Faculty, and University Staff Senate for presentation and approval.
