Motion

To replace Faculty Document 2947 with language required by state statute 36.31(4). 


Rationale

In May 2014, Faculty Document 2947 established a new campus policy for the awarding of credit for basic and advanced military education/training based on American Council on Education (ACE) recommendations.  The policy established the following framework: 

  1. Stipulated that basic military training was awarded only for education/training assessed by ACE as equivalent to, at a minimum, lower division baccalaureate degree coursework, and for which UWM offers and appropriate equivalent. 
  2. Established a maximum of 12 credits that may be awarded for basic military training, based on specific ACE recommendations. 
  3. Permitted UWM academic units to award additional credit, based on ACE recommendations, for advanced training and education when relevant to the student’s academic program. 
  4. Required that credit awarded for military training/education be clearly identified as such on the UWM transcript. 

 In the 2017-2019 state budget, new statutory language was created under s. 36.31(4), Wis. Stats., that requires UW campuses to accept all credit recommended by the American Council on Education (ACE).   

 As such, items #1-3 in the policy established by FD 2947 are effectively superseded by state statute.  Starting in the Spring 2018 semester, UWM will begin to award all credit for military training/education, basic and advanced, as recommended by ACE.  UWM will continue the practice outlined in item #4 in which credit awarded for military training/education is clearly identified as such on the UWM transcript. 


Policy

From state statute 36.31(4)

Upon receiving from the federal department of defense a student’s official joint services transcript or Community College of the Air Force transcript, the institution or college campus in which the student is enrolled shall do the following: 
 

  1. Accept all American Council on Education credit recommendations included in the official joint services transcript and award academic credit to the student in accordance with these recommendations. 
  2.  Accept all credits included in the Community College of the Air Force transcript and award academic credit to the student accordingly. 

From Faculty Document 2947:  

Credit awarded for military training/education will be clearly identified as such and posted on the UWM transcript in the same manner as other types of transfer or advanced standing credit.  Such credit is not included in computing the UWM GPA.
