This project investigates the factors contributing to successful pedestrian and bicyclist safety improvements in cities, counties, metropolitan areas, and states, focusing on communities that have significantly reduced fatality rates. By analyzing policy and budget decisions, the study aims to identify key strategies that differentiate successful jurisdictions from those struggling to improve safety. The research will result in a technical report with data-driven insights, case studies, and policy recommendations for agencies working toward Vision Zero goals. Findings will be shared through web content, professional networks, major conferences, and integrated into university courses to support transportation planning education and safety initiatives.
