The overall objective of this research is to develop a methodology to incorporate driver characteristics and behavior into safety prediction methods to estimate the expected crash frequency and severity related to infrastructure features for use in planning, design, and operational decisions. These predictive methods will be suitable for inclusion possibly as a supplement to the 2nd edition of the Highway Safety Manual (HSM), or as part of future editions of the HSM. At different stages in the development of the safety predictive methods, the project team will engage different States and local areas for pilot testing the predictive methodology.
