Pay Plan Implementation Guidelines

  1. Introduction

    This appendix serves as the implementation guidelines for the 2023-2025 State of Wisconsin Compensation Plan in accordance with the UWM Pay Plan Policy.

  2. Eligibility

    In addition to eligibility criteria outlined in the UWM Pay Plan Policy, criteria specific the 2023-2025 pay plan is as follows:

    • Employees must have been employed at UWM by July 2, 2023 to be eligible for the July 2, 2023 pay adjustment.
    • Employees must be employed at UWM by June 30, 2024 to be eligible for the June 30, 2024 pay adjustment.
  3. Pay Plan Distribution Guidelines

    All eligible employees will receive a 3.6% base wage increase for the July 2, 2023 pay adjustment and a 2.0% base wage increase for the June 30, 2024 pay adjustment.

  4. Chancellor’s Discretionary Adjustment

    UW System Administrative Policy 1278 authorizes Chancellors to earmark up to 15% of the total pay plan each year for the Chancellor’s discretionary use to meet special compensation needs such as: to reward members of the university workforce for innovative and/or collaborative program delivery, and/or exceptional performance in support of institution goals; and/or to correct pay inequities.

    For the first adjustment of the 2023-2025 pay plan, UWM will utilize 10% of the Chancellor’s Discretionary Fund to provide eligible employees earning less than $26.44 per hour (approximately $55,000 per year) with a supplementary base pay adjustment, in addition to the 3.6% wage increase. The purpose of the supplementary adjustment is to recognize the outsized impact of the inflationary environment on lower paid employees, to raise UWM’s minimum starting wage, and to better compete with the outside marketplace for employees in key frontline support roles.

    The supplemental base pay adjustment will be implemented as follows:

    Employees paid up to $19.23/hour (up to approx. $40,000/year) 3.75%
    Employees paid $19.24-$21.63/hour (approx. $40,010-$45,000/year) 3.00%
    Employees paid $21.64-$24.04/hour (approx. $45,010-$50,000/year) 2.00%
    Employees paid $24.05-$26.44/hour (approx. $50,020-$55,000/year) 1.00%

    Pay plan does not prohibit colleges and divisions from providing other compensation adjustments to employees based on Department of Human Resources policies for merit and non-merit adjustments.

  5. Pay Plan Distribution Date

    Distribution dates for pay plan adjustments can be found on the Universities of Wisconsin’s Pay Plan Frequently Asked Questions.

  6. Graduate Assistants

    Graduate assistants are not eligible for pay plan. Stipend rates for graduate assistants are set annually and are available in the Graduate Assistant Handbook.
