Knowles talks about the intent to enforce a decision by Congress to adapt environmental standards and recognize the pollution problem. He reassures that Wisconsin waters are not at a critical stage. Knowles hopes that the government and Congress become interested in fighting pollution financially. He urges Congress to make an effort to commit to water pollution. Senator Knowles talks about the government’s budget priorities and other problems that come with pollution.
