Use it as a guide to ensure timely, compliant, and transparent procedures at every stage\u2014from departmental review to final action by the Chancellor.<\/p>\n\n\n\n<h2 class=\"wp-block-heading default\" id=\"h-general-information\">General Information<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>probationary period<\/strong> is <strong>seven years<\/strong> unless extended under <a href=\"https:\/\/uwm.edu\/secu\/policies-procedures\/faculty\/#h-extention-of-probationary-period\">UWM P&amp;P 5.135(3)<\/a>.<\/li>\n\n\n\n<li>The <strong>tenure and promotion process<\/strong> should begin <strong>early in the sixth year<\/strong>.<\/li>\n\n\n\n<li>The <strong>Department Executive Committee (EC)<\/strong> must conduct <strong>annual reviews<\/strong> of probationary faculty (<a href=\"https:\/\/uwm.edu\/secu\/policies-procedures\/faculty\/#h-chapter-4-the-department\">UWM P&amp;P 4.05(2)<\/a>).<\/li>\n\n\n\n<li>Every assistant professor <strong>must be considered<\/strong> for tenure and promotion unless they <strong>formally waive<\/strong> this right (<a href=\"https:\/\/uwm.edu\/secu\/policies-procedures\/faculty\/#h-appointments\">UWM P&amp;P 5.171\u20135.17<\/a><a href=\"https:\/\/uwm.edu\/secu\/policies-procedures\/faculty\/#h-notice-of-consideration\">7<\/a>).<\/li>\n\n\n\n<li>Early consideration is permitted upon request.<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"uwm-l-col uwm-l-col--4 uwm-l-offset--1\"><div class=\"content_block\" id=\"custom_post_widget-223\"><nav aria-label=\"Sidebar\" class=\"uwm-p-navigation-list uwm-p-navigation-list--gold-border \"><div class=\"uwm-p-navigation-list--title\"><a href=\"https:\/\/uwm.edu\/secu\/governance\/faculty\/faculty-promotion\/\">Faculty Promotion<\/a><\/div><ul><li><a class=\"current\" href=\"https:\/\/uwm.edu\/secu\/governance\/faculty\/faculty-promotion\/checklist-tenure-promotion-process\/\"><span aria-current=\"page\">Checklist for Tenure and Promotion Process<\/span><\/a><\/li><li><a href=\"https:\/\/uwm.edu\/secu\/governance\/faculty\/faculty-promotion\/faculty-tenure-promotion-workshop\/\">Faculty Tenure &amp; Promotion Workshop<\/a><\/li><\/ul><\/nav><\/div>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"has-alpha-channel-opacity uwm-c-hr--thick uwm-u-my-80\" \/>\n\n\n\n<h2 class=\"wp-block-heading size-h1\" id=\"h-steps-in-tenure-and-promotion-process\">Steps in Tenure and Promotion Process<\/h2>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ol class=\"uwm-c-list--sequence\">\n<li><div class=\"uwm-c-list--content-wrap\"><h2>Before the Executive Committee (EC) Meeting<\/h2>\n<ul class=\"wp-block-list\">\n<li>EC notifies candidate in writing at least <strong>thirty (30) days<\/strong> prior to meeting date. The notification <strong><span style=\"text-decoration: underline\">must<\/span><\/strong> state that the candidate:\n<ol class=\"wp-block-list\">\n<li>is allowed to review and update cv and supporting materials before submission to EC;<\/li>\n\n\n\n<li>can make presentation to the EC at the consideration meeting during open session; and<\/li>\n\n\n\n<li>has right to request open meeting (default is closed meeting for deliberation and vote). If open meeting is requested, the entire meeting including the vote take place in open session.<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li>EC Chair obtains candidate&#8217;s written preference for open or closed meeting and submits an <a href=\"https:\/\/uwm.edu\/secu\/resources\/open-meetings\/\">open meeting notice<\/a> at least 24 hours before the meeting.<\/li>\n\n\n\n<li>EC Chair sends letters to external reviewers requesting impartial evaluation of candidate. Include with the request: \n<ol class=\"wp-block-list\">\n<li>candidate\u2019s CV,<\/li>\n\n\n\n<li>evidence of scholarship and professional contributions, and <\/li>\n\n\n\n<li>department criteria for promotion.<\/li>\n\n\n\n<li><strong>If candidate elects an open meeting,<\/strong> state that the evaluation will not be confidential.<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li>Allow EC members time to review all materials prior to the meeting.<\/li>\n<\/ul>\n<\/div><\/li>\n\n\n\n<li><div class=\"uwm-c-list--content-wrap\"><h2>During the Executive Committee (EC) Meeting<\/h2>\n<ol class=\"wp-block-list\">\n<li>Unless the candidate has requested an open meeting, the EC should move into closed session:\n<ul class=\"wp-block-list\">\n<li>In open session, the EC Chair should announce the nature of the business to be discussed and the specific statutory exemption which allows the committee to move into closed session (<a href=\"https:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/19\/v\/85\/1\/b\">Wisconsin Stats. 19.85(1)(b) for a tenure case<\/a>).<\/li>\n\n\n\n<li>The motion must be carried by a majority vote, and the vote of each individual member must be recorded in the minutes (i.e. roll call vote or written ballot) unless the motion is unanimous. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Once in closed session,the candidate may make presentation to the EC if they choose and may be excused after presenting.<\/li>\n\n\n\n<li>Motion is made to grant tenure\/promotion to the candidate. Deliberation occurs and a vote is taken by written ballot per <a href=\"https:\/\/uwm.edu\/secu\/policies-procedures\/faculty\/#h-ec-vote-tenure-promotion\">UWM P&amp;P 5.162<\/a>. EC Members must be present to vote (<a href=\"https:\/\/uwm.edu\/secu\/resources\/virtual-meeting-resources\/\">electronic participation is allowed if the EC has agreed<\/a>). Proxy votes are not permitted. The ballot should contain:\n<ul class=\"wp-block-list\">\n<li>Motion<\/li>\n\n\n\n<li>Date<\/li>\n\n\n\n<li>EC member&#8217;s vote<\/li>\n\n\n\n<li>EC member&#8217;s signature<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Ballots should be retained confidentially in the departmental files and maintained for duration of the faculty member\u2019s employment at UWM.<\/li>\n<\/ol>\n<\/div><\/li>\n\n\n\n<li><div class=\"uwm-c-list--content-wrap\"><h2>After the Executive Committee (EC) Meeting<\/h2>\n<ul class=\"wp-block-list\">\n<li><strong>Positive recommendation<\/strong>:\n<ol class=\"wp-block-list\">\n<li>EC submits candidate&#8217;s materials to the Dean. The transmittal letter must include the committee&#8217;s recommendation and the recorded vote.<\/li>\n\n\n\n<li>Dean transmits to the materials to the Divisional Executive Committee (DC) for its recommendation.<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li><strong>Negative recommendation:<\/strong>\n<ol class=\"wp-block-list\">\n<li>EC determines reasons before rising from closed session or adjournment. <strong><em>Reasons should not be recorded in the minutes.<\/em><\/strong> It is recommended that the EC Chair record the reasons at the meeting to accurately represent the committee&#8217;s discussion.<\/li>\n\n\n\n<li><span style=\"text-decoration: underline\">Immediately following the meeting<\/span>, the EC Chair orally informs the candidate of the decision and reasons.<\/li>\n\n\n\n<li>Candidate can request written reasons within three (3) working days of the meeting. <\/li>\n\n\n\n<li>EC Chair provides written reasons immediately.<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li><strong>Reconsideration:<\/strong>\n<ul class=\"wp-block-list\">\n<li>The purpose of a reconsideration is to the challenge the stated reasons or offer new evidence.<\/li>\n\n\n\n<li>Candidate must request within five (5) working days of receiving oral reasons or two (2) working days of receiving written reasons.<\/li>\n\n\n\n<li>Reconsideration meeting must be held within fifteen (15) working days of receiving request, except if the last day of this period does not coincide with a regular day of instruction of any academic semester, including summer session.<\/li>\n\n\n\n<li>EC provides written notice to candidate at least seven (7) working days before the meeting.<\/li>\n\n\n\n<li>Meeting is held in closed session unless candidate requests it to be open.<\/li>\n\n\n\n<li>Candidate can present witnesses and have counsel present.<\/li>\n\n\n\n<li>Candidate is provided with recording of evidentiary and deliberative portions of the meeting.<\/li>\n\n\n\n<li>If negative decision, reasons must be provided (<a href=\"https:\/\/uwm.edu\/secu\/policies-procedures\/faculty\/#h-reconsideration-of-non-retention\">UWM P&amp;P 5.174<\/a>)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div><\/li>\n\n\n\n<li><div class=\"uwm-c-list--content-wrap\"><h2>Divisional Committee (DC) Actions<\/h2>\n<ul class=\"wp-block-list\">\n<li><strong>Positive recommendation:<\/strong>\n<ol class=\"wp-block-list\">\n<li>DC submits positive recommendation to the Dean.<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li><strong>Negative recommendation:<\/strong>\n<ol class=\"wp-block-list\">\n<li>DC notifies EC Chair within seven (7) working days.<\/li>\n\n\n\n<li>EC is required to meet to discuss request for reconsideration. EC may elect not to request reconsideration.<\/li>\n\n\n\n<li>Candidate can request the EC to request reconsideration.<\/li>\n\n\n\n<li>DC&#8217;s reconsideration meeting must be held within fifteen (15) working days of receiving reconsideration request, except if the last day of this period does not coincide with a regular day of instruction of any academic semester, including summer session.<\/li>\n\n\n\n<li>DC provides written notice to candidate at least seven (7) working days before the meeting.<\/li>\n\n\n\n<li>If no reconsideration is requested, DC forwards advice to Dean. This is not appealable per <a href=\"https:\/\/uwm.edu\/secu\/policies-procedures\/faculty\/#h-dc-action\">UWM P&amp;P 5.177<\/a>.<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li><strong>Dean&#8217;s decision:<\/strong>\n<ol class=\"wp-block-list\">\n<li>If Dean does not accept DC advice, Dean must notify DC &amp; EC Chairs and copy candidate within a reasonable timeframe.<\/li>\n\n\n\n<li>Candidate can request written reasons within twenty (20) working days.<\/li>\n\n\n\n<li>Dean must respond within ten (10) working day per <a href=\"https:\/\/uwm.edu\/secu\/policies-procedures\/faculty\/#h-dean-positive-recommendation\">UWM P&amp;P 5.176<\/a>.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n<\/div><\/li>\n\n\n\n<li><div class=\"uwm-c-list--content-wrap\"><h2>Appeals<\/h2>\n<ul class=\"wp-block-list\">\n<li>A faculty member may appeal a <strong>negative recommendation<\/strong> after reconsideration at the EC level.<\/li>\n\n\n\n<li>Appeals are heard by the <strong><a href=\"https:\/\/uwm.edu\/secu\/governance\/faculty\/standing-committees\/faculty-appeals-grievances-committee\/\">Faculty Appeals &amp; Grievance Committee (FAGC)<\/a><\/strong>.<\/li>\n\n\n\n<li>Appeals must follow the <a href=\"https:\/\/uwm.edu\/secu\/governance\/faculty\/standing-committees\/faculty-appeals-grievances-committee#h-committee-procedures\">FAGC procedures<\/a>.<\/li>\n<\/ul>\n<\/div><\/li>\n\n\n\n<li><div class=\"uwm-c-list--content-wrap\"><h2>Final Steps<br><\/h2>\n<p>All <strong>positive recommendations<\/strong> are forwarded by the Dean to the Provost as the Chancellor&#8217;s designee for final action.<\/p>\n<\/div><\/li>\n<\/ol>\n","protected":false},"excerpt":{"rendered":"<p>Steps in Tenure and Promotion Process<\/p>\n","protected":false},"author":192,"featured_media":0,"parent":145,"menu_order":0,"comment_status":"closed","ping_status":"closed","template":"","meta":{"footnotes":"","uwm_wg_additional_authors":[7888,26719]},"class_list":["post-3258","page","type-page","status-publish","hentry"],"uwm_unpublish_requested":false,"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v27.7 (Yoast SEO v27.7) -
