Assistant Chief Banks joined the Milwaukee Police Department in 1991 after being a state trooper for the Wisconsin State Patrol from 1990-1991. Assistant Chief Ray Banks was the assistant chief of the department’s Administration Bureau. Prior to serving in this capacity, Assistant Chief Banks was the commander of the department’s Office of Community Outreach and Education (OCOE). Assistant Chief Banks achieved the ranks of sergeant, lieutenant and captain before being promoted to his last rank and position in April 2018, having also worked at Districts Four, Five and Seven, North Investigations Division and the Investigative Management Division. In all of his roles, Assistant Chief Banks has been committed to preserving public peace and order, preventing and detecting crime, and improving the quality of life for the citizens of Milwaukee. Assistant Chief Banks graduated Summa Cum Laude from Upper Iowa University with a bachelor’s degree in criminal justice. He holds a master’s degree in organizational leadership and administration from Concordia University, Mequon, and is a graduate of the Leadership in Policing Organizations. Assistant Chief Banks retired from the Milwaukee Police Department on January 24, 2020.
