Korea want nukes, and what can we do about it?"},"content":{"rendered":"<p>Two bags of cough drops sit open on the desk of UWM\u2019s Uk Heo, but the distinguished professor of political science isn\u2019t sick. He\u2019s just busy: giving talks, doing media and writing his sixth book. That\u2019s what happens when you\u2019re an expert on topics that suddenly the world can\u2019t learn enough about \u2013 North Korean and South Korean politics, U.S. foreign relations and the nuclear arms race.<\/p>\n<p>The cough drops keep Heo\u2019s vocal cords in shape. His painstaking research process and analytical skills do the rest of the work. He said he\u2019s writing book No. 6 faster than he\u2019s written anything in his 22-year career.<\/p>\n<p>\u201cIf anything new happens on the Korean Peninsula while I am writing and my book is outdated, then it will not be meaningful,\u201d Heo said. He strikes a calm, matter-of-fact tone whether he\u2019s describing his writing process or authoritarian dictators like North Korea\u2019s Kim Jong-un. \u201cI\u2019m trying to write up the analysis faster than usual.\u201d<\/p>\n<p>In September, North Korea startled the world with an underground nuclear test so powerful it literally <a href=\"http:\/\/time.com\/4990835\/north-korea-nuclear-tests-geology\/\" rel=\"noopener\" target=\"_blank\">displaced a mountaintop<\/a>. Experts estimate that weapon was 17 times more powerful than the atomic bomb the U.S. dropped in Hiroshima, Japan, in 1945.<\/p>\n<p>Heo says that a next, more troubling milestone would come when North Korea develops a nuclearized missile reliably capable of reaching the mainland United States.<\/p>\n<p>\u201cIf that happens, I would call it a game-changer.\u201d<\/p>\n<div class=\"inline-media-post alignleft\" id=\"video_post-56655\"><div class=\"image icon-overlay\"><a class=\"image video-link\" href=\"https:\/\/youtu.be\/SFgmXV4-FBc?autoplay=1&enablejsapi=1&origin=https:\/\/uwm.edu\"><img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2018\/02\/ukheo-vid-20180212_IMC_EH_0094-300x200.jpg\" class=\"attachment-medium size-medium wp-post-image\" alt=\"\" srcset=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2018\/02\/ukheo-vid-20180212_IMC_EH_0094-300x200.jpg 300w, https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2018\/02\/ukheo-vid-20180212_IMC_EH_0094.jpg 750w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><div class=\"icon-large icon-video\"><span class=\"text\">Play Video<\/span><\/div><\/a><\/div><div class=\"title\">UWM&#8217;s Uk Heo on why North Korea wants the bomb<\/div><\/div>\n<p>But predicting the future isn\u2019t the domain of political scientists. \u201cYou can easily make a fool of yourself in a few months or a few years,\u201d Heo said.<\/p>\n<p>\u201cWhat I\u2019m interested in is why North Korea wanted nuclear weapons in the first place,\u201d Heo said. \u201cUnless we understand their intention, we cannot come up with a good solution. In order to understand what North Korea wants, why China behaves the way that it does, what South Korea wants, you have to see things from their perspective.\u201d<\/p>\n<p>Yet it\u2019s difficult to see much of anything from North Korea\u2019s perspective. The Kim family has retained firm control of the \u201cHermit Kingdom\u201d for three generations, dating back to 1948. \u201cThere\u2019s no human intelligence coming from North Korea,\u201d Heo said. \u201cIt\u2019s a completely controlled and closed society.\u201d<\/p>\n<p>Heo relies on history and theories of political science to explain why the regime prioritizes building missiles while its <a href=\"https:\/\/www.cia.gov\/library\/publications\/the-world-factbook\/rankorder\/2003rank.html#kn\" rel=\"noopener\" target=\"_blank\">economy ranks<\/a> somewhere near those of Azerbaijan and Andorra, and famine and drought plague many of its 25 million citizens.<\/p>\n<p>Heo looks back to the Korean War, when Kim Jong-un\u2019s grandfather, Kim Il-sung, \u201calmost lost his country\u201d when U.N. troops advanced north to the Yalu River, which borders North Korea and China. The siren song of nuclear power, urged on by Soviet ruler Joseph Stalin, became a kind of \u201cregime insurance\u201d for the Kim dynasty in its early days even after the U.N. and U.S. left North Korea.<\/p>\n<h3>Two choices for the U.S.<\/h3>\n<p>Peninsular geography further complicates matters. Seoul, South Korea\u2019s economic and population center, sits about 40 miles from the Korean Demilitarized Zone. If the north demonstrates a credible ability to strike the mainland U.S., Heo said, America has two possible paths: \u201cTo get seriously involved in the Korean Peninsula or to pull out.\u201d<\/p>\n<p>More than 28,000 American troops are stationed in South Korea. If and when U.S. troops leave, a wealthy and democratic South Korea would be deeply vulnerable to monetary demands and military aggression from the north.<\/p>\n<p>\u201cIn the past, North Korea was only a threat to South Korea and Japan,\u201d Heo said. \u201cIf they have an ability to hit the U.S. continent, North Korea becomes a direct threat to the U.S. That\u2019s why I use the term \u2018game changer.\u2019\u201d<\/p>\n<p>Heo hopes that his book will offer policymakers a new window through which to view the unfolding crisis and propose non-military solutions.<\/p>\n<p>\u201cI\u2019m trying to learn from history, apply theories and come up with potential policy solutions,\u201d Heo said. \u201cThe U.S. could simultaneously sign intertwined treaties with North Korea, South Korea, Russia and China so none of them can use force against each other. Use that for a security guarantee, and then you talk about North Korean economic aid to dismantle North Korea\u2019s nuclear program.\u201d<\/p>\n<p>He cautions that this can happen only after treaty members can verify that North Korea\u2019s nuclear program is completely dismantled. Trust is clearly an issue between the U.S. and Pyongyang, and this is why any policy solution must be negotiated with participation from other world leaders.<\/p>\n<p>An international outlook defines Heo\u2019s own \u201ccompatriotic\u201d perspective. Born and raised in a South Korean military family: \u201cI care about North Korean citizens and see them as fellow Koreans. They did not choose to be North Korean. They were born there and they are the ones paying the price.<\/p>\n<p>\u201cWhen you consider what the authoritarian regime does to its own people, it\u2019s easy to imagine what they might do to others.
