{"id":160037,"date":"2026-09-24T15:21:56","date_gmt":"2026-09-24T20:21:56","guid":{"rendered":"https:\/\/uwm.edu\/news\/?p=160037"},"modified":"2026-09-28T17:09:43","modified_gmt":"2026-09-28T22:09:43","slug":"graduate-student-dreams-of-mending-the-broken-mental-health-system","status":"publish","type":"post","link":"https:\/\/uwm.edu\/news\/graduate-student-dreams-of-mending-the-broken-mental-health-system\/","title":{"rendered":"Graduate student dreams of mending the broken mental health system"},"content":{"rendered":"<p style=\"font-weight: 400\">At UW-Milwaukee, Sunny Schneider is working toward new solutions for people navigating the mental health system.<\/p>\n<p style=\"font-weight: 400\">Schneider had a difficult childhood, growing up in Watertown with a father who had bipolar disorder and alcohol and drug addiction. She took a winding path that involved joining the military at age 17 \u2014 serving in Germany and Iraq \u2014 then earning a bachelor\u2019s degree in history and working for a small business. After her father died in 2018, she decided to enter the police academy, feeling drawn back to the uniform and public service.<\/p>\n<p style=\"font-weight: 400\"><a href=\"https:\/\/uwm.edu\/news\/related-coverage\/dream-bigger\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-158694 size-full alignright\" src=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2026\/08\/CHAN_Inaug_Media-Image_300x200-1.png\" alt=\"text reads: Always dream bigger. Inauguration of UWM Chancellor Thomas Gibson\" width=\"300\" height=\"200\" \/><\/a>Schneider joined the Waukesha Police Department in August 2019. When the COVID-19 pandemic unfolded, the volume of mental health-related 911 calls skyrocketed. She drew on experiences with her dad.<\/p>\n<p style=\"font-weight: 400\">\u201cI was good at de-escalating situations and always gravitated toward those mental health calls,\u201d Schneider said. \u201cI saw people that reminded me a lot of my father and families that looked a lot like mine.\u201d<\/p>\n<p style=\"font-weight: 400\">She often accompanied people in crisis to the hospital and worked with county mental health workers to arrange emergency hospitalizations for people who were a danger to themselves or others. \u201cI spent a lot of time thinking about how the mental health system works and doesn\u2019t work,\u201d she said.<\/p>\n<p style=\"font-weight: 400\">In 2022, Schneider spearheaded the creation of the Waukesha Police Department\u2019s Crisis Response Unit, in which a police officer and county mental health worker responded together to all mental health calls.<\/p>\n<p style=\"font-weight: 400\">The program was recognized for its success, and Schneider continued with the crisis unit until January 2026, when she felt called to \u201cnext-level leadership,\u201d addressing big picture questions around health care and mental health. UWM\u2019s <a href=\"https:\/\/uwm.edu\/biomedical-sciences-healthcare-administration\/academics\/master-of-healthcare-administration-master-of-business-administration\/\">Master of Healthcare Administration and Master of Business Administration dual degree<\/a> felt like the right next step.<\/p>\n<p style=\"font-weight: 400\">She liked that UWM offers Wisconsin\u2019s only Master of Healthcare Administration degree accredited by the Commission on Accreditation of Healthcare Management Education and that she could take her classes part-time and online. She is also looking forward to an internship at a Milwaukee area hospital.<\/p>\n<p style=\"font-weight: 400\">\u201cMy goal is to understand all the stakeholders around mental health in Wisconsin,\u201d she said, to bring them together toward solutions. For example, she\u2019d like to address problems with statute 51.15, a Wisconsin law that allows law enforcement and other qualified professionals to place a person in emergency mental health detention. Schneider previously collaborated with a statewide coalition known as the <a href=\"https:\/\/www.mhapwi.org\/\">Mental Health Action Partnership<\/a> to write a paper outlining best practices for 51.15.<\/p>\n<p style=\"font-weight: 400\">Her UWM coursework offers tools for such work, such as systems thinking, a way of analyzing complex problems by looking at their root causes. For example, multiple classes have given Schneider practice with a tool known as \u201cthe Five Whys,\u201d designed to identify and address those underlying issues.<\/p>\n<p style=\"font-weight: 400\">She has appreciated the mentorship of Melissa Armstrong, clinical associate professor and graduate director of health care administration at UWM. Schneider also has been invited to join Chancellor Thomas Gibson\u2019s Committee on Mental Health and the Student Wellness Advisory Group. \u201cI\u2019m excited to see what I can do there,\u201d she said.<\/p>\n<p style=\"font-weight: 400\">After graduation Schneider dreams of finding a state-level role that allows her to influence policy. \u201cI\u2019m not a blind optimist,\u201d she said, but she hopes to make the system at least a little better for people like her father.<\/p>\n<p style=\"font-weight: 400\">\u201cMy father never intended to be my greatest teacher, but he was,\u201d she said. \u201cHis influence is woven into everything I am and everything I strive to do.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>UWM grad student Sunny Schneider had a difficult childhood, dealing with a difficult family situation.
