DESCRIPTION:12:30pm-4:30pm \nParental substance misuse has been described as a critical “missing link” that stands in the way of safety\, permanency\, and well-being for many families. Substance misuse is prevalent among child welfare-involved families\, yet historically\, child welfare systems have been ill-equipped to respond to the complex behavioral health needs facing these families. Growing state and national attention to prevention and family preservation has led to promising policy and practice innovations. Join us for a discussion about efforts underway to address parental substance misuse in Southeastern Wisconsin\, highlighting Family Drug Treatment Courts\, drug affected infants\, and the amazing work of our Title IV-E Scholars and community partners. \nIn-Person at UWM Downtown Conference Center (above Grand Avenue Mall) or virtually via Zoom (link sent day prior to conference). \n\nThe conference is free of charge for all participants\, but registration is required.\nParking is available in The Avenue structure and will be validated. Triggiano \n2:00-2:20pm – Break \n2:20-4:30pm – Community Panel Presentation: Experiences in supporting parents with substance misuse in child welfare \n\n\nKeynote Address \n \nRobyn Ellis \nRobyn Ellis is first and foremost a person in recovery\, graduating from Milwaukee’s Family Drug Treatment Court and Meta House in 2014. After getting some life experience as a sober mom\, Robyn decided to pursue her passion in giving back and helping others. In 2017\, she became a certified Peer Support Specialist at Meta House\, where she was able to use her own experience to professionally assist women who were beginning their recovery journey. She continued her career path at Meta House and moved into the position of Recovery Community Coordinator\, overseeing all transitions in and out of the housing program. Robyn also facilitated a support group for participants of Family Drug Treatment court from 2018-2020. Since graduating from Family Drug Treatment Court in 2014\, Robyn has had the opportunity to travel and share her personal experience with many professionals around the state alongside Judge Mary Triggiano and Rebecca Foley. Robyn also continued her education throughout this time and graduated from UW-Milwaukee in August 2024 with her master’s degree in Social Work. She has since moved into a therapist role at Meta House’s residential program. \n \nJudge Mary E. Triggiano\nDirector\, Andrew Center for Restorative Justice\nMarquette University Law School\nFormer Chief Judge\, Milwaukee County \nJudge Mary Triggiano is the current director of the Andrew Center for Restorative Justice at Marquette University Law School. She was the Chief Judge of Milwaukee County Circuit Court until joining the law school in June of 2023. \nMary Triggiano is a graduate of UW-Madison Law School and was a Milwaukee County Circuit Court Judge from August 1\, 2004 – June 2023. She served as judge in Children’s Court for nine years of those years.  At Children’s Court\, Judge Triggiano led the Family Drug Treatment Court and created the first of its kind in Wisconsin – Healthy Infant Court. She was also assigned to the Domestic Violence Court and Civil Division at various times. Judge Triggiano was Deputy Chief Judge for Chief Judge Maxine White for over four years. In February 2020\, the State Supreme Court appointed her the Chief Judge\, District 1 Milwaukee County. She held that position until June 2023. \n\n\nCommunity Panel Presentation \n \nLaura Baker \nLaura Baker has been employed with the Division of Milwaukee Child Protective Services for the past 14 years. She has 17 years working in child welfare. Ms. Baker is currently an Initial Assessment Supervisor for a unit specializing in substance exposed infant and neonates and drug endangered children. She has worked in this capacity since 2015. Ms. Baker partners with local community agencies\, Milwaukee County Behavioral Health and the Milwaukee County Overdose Public Health and Safety Team to be able to forge ongoing relationships in the county to best serve those with SUD’s. \n \nAshley Hoople \nAshley Hoople has been working in Child Welfare in Milwaukee for the last 10 years as a Case Manager for 7 years and currently on Ongoing Supervisor for the last 3. Ashley has worked within the Family Drug Treatment court for 8.5 of her 10 years of employment and is the current liaison between Wellpoint Care Network and the FDTC program. Ashley has been involved with policy writing and training at the agency level surrounding the FDTC and case management participation. \n \nAlison Mansky \nAlison Mansky is licensed as an Advanced Practice Social Worker in the state of Wisconsin. She attended University of Wisconsin Whitewater and obtained a Bachelor’s of Science degree in Social Work in 2008. In 2018\, Alison earned her Master of Social Work from Aurora University at George Williams College. Alison has spent the last 15 years working for Walworth County Department of Health and Human Services. Alison worked as a child protective service social worker doing direct practice for 11 years and has been a supervisor in Child Welfare for the past 4 years. Alison specializes in working with families impacted by child abuse and neglect along with substance use. Alison has been working with the Walworth County Family Treatment Court since it’s inception. In her free time Alison enjoys traveling with her husband and two children. \n \nJacob Meyer \nJacob Meyer is a field coach on the training team at Wellpoint Care Network. He was a Child Welfare case manager on the Family Drug Treatment Court team in Milwaukee Children’s Court from 2016-2022. He has been on work groups and helps write policies for Family Drug Treatment court and SUD related topics for Wellpoint. \n \nEileen Sperl \nEileen Sperl has provided clinical services to children\, youth and families impacted by Substance Use Disorders\, Behavioral Health issues\, and trauma for over 35 years. She earned an MSW at UW-M and then earned an LCSW in 1988. She is also a Registered Play Therapy Supervisor and an endorsed Infant Family Reflective Supervisor. Eileen is the Director of Child and Family Services at Meta House Inc. and has supervised BSW and MSW students from UW-M for the past 20 years.

SUMMARY:UW-Milwaukee Child Welfare Scholars Program Presents: Creating Safety Together - A Dialogue on Family Violence
DESCRIPTION:12:30pm-4:00pm \nRegister here\nSupporting families who are facing both domestic violence and child maltreatment is inherently complex. These families are coping with multiple forms of trauma and stress that can affect parents\, children\, and the family system as a whole. Practitioners often have to balance child safety\, caregiver support\, and accountability for harm\, all while working across systems. Families may also be dealing with poverty\, housing issues\, or other barriers that make it even harder to find stability. Because of these challenges\, effective practice and policies require strong collaboration\, trauma-informed approaches\, and a focus on building safety and trust for both families and the professionals who support them. \nJoin us for a dynamic conversation that brings together family members\, domestic violence advocates\, judges\, child welfare professionals\, and community partners. This interactive session is designed to highlight diverse perspectives and lived experiences by creating space for honest dialogue and shared learning. As Senior Director of Advocacy\, and a member of the executive leadership team\, he is responsible and supports the successful day-to-day operations of the advocacy programs. \nHector has 24 years of experience working with families and children primarily in Milwaukee\, as well as several counties within Southeastern Wisconsin. This experience includes case management services for at-risk teenagers\, foster children\, and adoptions. Hector has also successfully established committees and conducted trainings for the medical\, educational\, and social service fields regarding Latino communities and their culture\, health care access\, and policies. He has utilized his professional experiences to serve on boards within the Milwaukee community focusing on education and families. Hector’s educational background includes receiving a Bachelor of Science Degree in Political Science and Sociology from the University of Wisconsin-Milwaukee. He is also a 2018 graduate of the Allstate Foundation Greater Good Leadership Program from the Kellogg School Center for Nonprofit Management at Northwestern University. \nHector was the 2024 Lideramos National Organization-Latino Local Leader Award winner. In the past\, he has served as a Field Advisory Board Member for the University of Wisconsin-Milwaukee Helen Bader School of Social Welfare. \n\nJudge Ana M. Berrios\nMilwaukee County Court\, Branch 13 \nJudge Ana M. Berrios\, Branch 13 Milwaukee County\, was born and raised in Milwaukee\, with the exception of grades 5 through 7\, when she lived in Puerto Rico. \nJudge Berrios obtained a bachelor’s degree from Marquette University in criminology\, sociology and social philosophy with a minor in theology (1992). She obtained her Juris Doctorate from the University of Wisconsin-Madison Law School (1995)\, and a Master’s Degree in Sociology from the University of Wisconsin-Milwaukee (1999). After law school she co-founded and managed the Law Office of Berrios\, De Toro & Egyes\, S.C.  She left private practice to join forces with the Milwaukee County Office of Child Support Services from 1999 through 2001\, until ascending to the bench with the Family Court Commissioner’s Office in 2001 as an Assistant Family Court Commissioner.  In 2012\,  she was promoted to Deputy Family Court Commissioner and in 2016 she was again promoted to be the head of the Family Court Commissioner’s Office as the Family Court Commissioner. Judge Berrios was elected to the Circuit Court Judiciary in 2023 and currently is assigned to the Criminal Domestic Violence Court. \nJudge Berrios is a member of the State Bar of Wisconsin and the Milwaukee Bar Association. She is an avid reader on subjects ranging from legal work to social welfare and spirituality. \n\nJennifer Adler\nInitial CPS Supervisor\, Family Services Division\, Waukesha County Department of Health & Human Services \nJen Adler is a 2007 graduate of the Helen Bader School of Social Welfare at the University of Wisconsin–Milwaukee. She began her career in child welfare as a case manager for ongoing CPS in Milwaukee County before joining Waukesha County\, where she has served for the past 17 years in various roles. Her experience includes work as an Ongoing CPS Social Worker\, Services Coordinator for the Children’s Long-Term Support Waiver\, Access Social Worker\, and Lead Worker for Access/Initial Assessment and Afterhours. For the past four years\, Jen has supervised both Access and Initial Assessment units. \nJen was a contributing member of the workgroup that authored the revised DCF Domestic Violence Handbook for Wisconsin Child Welfare Professionals and currently manages Waukesha County’s contract with The Women’s Center\, fostering strong collaboration to support families experiencing domestic violence. \nOutside of work\, Jen is married with two children and proudly serves as the one of the family’s full-time chauffeurs to countless sports practices and games. \n\nMindy Lohff\nExecutive Director\, Safe Haven of Shawno County \nMindy Lohff serves as the Executive Director of Safe Haven of Shawano County\, a nonprofit organization dedicated to supporting survivors of domestic and sexual violence. With an undergraduate degree in Elementary Education\, Mindy began her career as an educator before transitioning into nonprofit leadership\, where she has spent the past decade serving rural communities bordered by three tribal nations. Across her work in healthcare\, homelessness prevention\, and victim services\, Mindy has emphasized person-centered\, trauma-informed care rooted in cultural respect and ethical practice. Her leadership philosophy reflects a servant leader approach grounded in patience\, growth mindset\, and accountability. Mindy holds a Project Management Professional (PMP) certification through the Project Management Institute and instructs Leadership and Project Management training through the Center for Training & Economic Development at Northeast Wisconsin Technical College in Green Bay.
