Flexible Spending Accounts (FSA)

The UW System offers eligible employees the opportunity to pay certain health care and dependent day care expenses with tax-free dollars through Flexible Spending Accounts.

TASC will no longer be the administrator after December 31, 2019. The flexible spending accounts will be administered by ConnectYourCare (CYC) effective January 1, 2020.

Health Savings Accounts (HSA)

A Health Savings Account is an individually-owned, tax-advantaged savings account. HSA funds may be used to pay for out-of-pocket qualifying medical, dental, prescription and vision expenses.

TASC will no longer be the administrator after December 31, 2019. The health savings accounts will be administered by ConnectYourCare (CYC) effective January 1, 2020.

Parking and Transit Accounts

January, 2020 Update: UW System is working with the Department of Employee Trust Funds (ETF) on approval and potential re-implementation of the Parking & Transit Accounts through ConnectYourCare. For more information please see the UW Service Center news item.


Parking and Transit accounts are no longer offered as of June 1, 2018. If enrolled prior to June 1, 2018, you may continue to use the funds available in your parking and/or transit accounts until exhausted or you become ineligible.

TASC will no longer be the administrator after December 31, 2019. The accounts will be administered by ConnectYourCare (CYC) effective January 1, 2020.

Commuter Value Pass

January, 2020 Update: Recently, H.R. 1865 The Further Consolidated Appropriations Act 2020, was signed into law by the Federal Government. As a result, parking, vanpool, and bus passes for all UW System employees will change from a post-tax to a pre-tax deduction. For more information please see the UW Service Center news item.


Payroll deductions will be taken on a post-tax basis for UWM employees who purchase the commuter value pass available through UWM Transportation Services.

Making Benefits Changes

When you enroll in benefits, you typically must stay enrolled for the entire plan year. This means that you cannot make changes to your benefits mid-year. However, there are certain life events (also known as qualifying status changes), defined by the IRS, that may allow you to make changes to your benefits mid-year. Some examples are birth or adoption of a child, marriage, retirement and termination of employment.

When you have a qualifying life event, you generally have 30 days from the date of the event to make your changes. If you miss this 30 day window, your next opportunity to make a change is the Annual Benefits Enrollment (ABE) period. ABE typically occurs in October. The effective date for most changes made during ABE is January 1st.

Contact the Central Human Resources Benefits office within 30 days from the date of your qualifying life event if you want to make changes to your benefits.
