Freshwater Colloquium: Great Lakes Offshore Wind (GLOW): Legal design choices and research questions

Melissa Scanlan and Cora Sutherland will present “Great Lakes Offshore Wind (GLOW): Legal design choices and research questions” as part of the School of Freshwater Sciences Fall Colloquium.
Melissa K. Scanlan is the Lynde B. Uihlein Endowed Chair in Water Policy, Professor, and the Director of the Center for Water Policy at the University of Wisconsin-Milwaukee School of Freshwater Sciences. With a Juris Doctorate and Master of Science in Environmental Science, Policy and Management from the University of California, Berkeley, where she graduated with special distinction in water law, Professor Scanlan brings an interdisciplinary approach to her work.
As the interim Assistant Director of the Center for Water Policy, Cora Sutherland advances the Center’s research mission, fosters staff development, and manages financial planning and grant writing. She is applying her research skills to identify issues and analyze solutions to shape Great Lakes and Mississippi River Basin water policy. Two areas of focus are the emerging regulatory landscape for Great Lakes offshore wind energy and Great Lakes coastal resilience.
Melissa and Cora will discuss the Center for Water Policy’s legal research on Great Lakes offshore wind energy. Their talk will distinguish the Great Lakes region from ocean waters in the U.S., explore legal design and planning choices, and summarize the recent NSF-funded workshop in which they participated and co-led the legal issues subtopic.

Fall 2024 Colloquium Series schedule. The Colloquium series creates a platform where students, faculty, and scientists discuss emergent issues related to freshwater science research.
