DocuSign Process for WIOA Interview Certificate of Participation Information And Frequently Asked Questions (FAQ)
As was shared in the August welcome letter for this interview cycle, the Center for Inclusive Transition, Education, & Employment (CITEE) is no longer using paper copies for signatures on the certificate of participation for WIOA interviews. An application called DocuSign which allows electronic communications and signatures is being implemented for this fiscal year of WIOA interviews.

The reason for this change in process comes from direction of the Rehabilitation Services Administration (RSA), Department of Education (DoE), and Wisconsin Division of Vocational Rehabilitation (DVR) that for each completion certificate, each 14c employee will receive their completed, fully signed interview certificate directly from the project University of Wisconsin-Milwaukee (UWM) CITEE staff and from the Wisconsin Division of Vocational Rehabilitation and not from their 14c employer. Copies of the completed certificates will also continue to be shared with the 14c employer and guardians (as applicable).
To share completed certificates with the 14c employee directly, CITEE will need a correct email and mailing address, and guardian email and mailing address. This request was made in August and most 14c employers did provide some contact information. An email communication sent 10/23/24 details how to add new employees and upload the contact information for the employee and guardians (as applicable). Ideally, emails would be the most practical and quickest way to share the document. More information on preferred email communication is to come.
In preparation for this change to DocuSign or paperless process, CITEE surveyed each 14c employer this summer on access to a signature pad, touch screen tablet (iPads), or other signature writing technology. In response to the survey, most, but not all sites needed a signature pad. The Topaz signature pads were chosen as they were noted as supported and accepted by the DocuSign application.
There are several signature lines on the certificate of participation. To be considered complete, the 14c employee signature, UWM CITEE WIOA interviewer signature, and DVR representative signature must be completed. Optional signatures are the 14c site representative and the guardian signature. These optional signatures can only be “typed” in using the fonts available within DocuSign.
A signature written by the 14c employee within DocuSign would be the first preferred way. However, due to technology not always working as planned, there are other options for signatures.
Signature options:
1. Use Signature Pad option as shown here and all steps found here from DocuSign.

2. “Draw” option in DocuSign allows the employee to use a mouse or a touch screen (phone or other type of touch screen) to sign the document. A mark, name or partial name is acceptable.
3. If the Draw option is not working, use the “upload” choice within the DocuSign link. Using the Topaz Signature pad, sign the name within the signature pad application, then save it as an image upload, and drop it in DocuSign.
4. Type out a signature using the DocuSign font signatures. This should be the last choice if all other options are not working.
The CITEE WIOA interviewer will schedule a time to review the signature options with the 14c site coordinator before the first interview. This can be done the same day or before the scheduled interviews.
During this short meeting, the interviewer can share a test DocuSign document link and how the interview process will work and do a practice signature using all 4 options listed above. Once the process is learned it goes smoothly for most interviews.
The contact emails entered to the DocuSign certificates at the beginning of the process allow a copy to be shared with everyone at the end of the signature process (once the DVR representative signs the document).
The 14c employer, UWM CITEE interviewer, DVR representative, 14c employee, and 14c guardian (as applicable) will all receive an emailed copy. The diagram below shows each step of the DocuSign process. If the 14c employee and/or guardian do not have an email address, a mailed copy of the completed certificate of participation will be sent to the address provided by the 14c employer.
