{"id":3577,"date":"2026-07-21T09:50:06","date_gmt":"2026-07-21T14:50:06","guid":{"rendered":"https:\/\/uwm.edu\/centerforwaterpolicy\/?p=3577"},"modified":"2026-07-21T09:50:09","modified_gmt":"2026-07-21T14:50:09","slug":"coordinating-within-complexity-governance-challenges-and-opportunities-for-the-lake-superior-water-trail","status":"publish","type":"post","link":"https:\/\/uwm.edu\/centerforwaterpolicy\/coordinating-within-complexity-governance-challenges-and-opportunities-for-the-lake-superior-water-trail\/","title":{"rendered":"Coordinating within Complexity: Governance Challenges and Opportunities for the Lake Superior Water Trail\u00a0"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Lake\u00a0Superior\u00a0Water Trail spans international boundaries,\u00a0<a href=\"https:\/\/superiorconservancy.org\/lake-superior-water-trail\/\" target=\"_blank\" rel=\"noreferrer noopener\">one Canadian province<\/a>, three U.S. states\u00a0(<a href=\"https:\/\/www.dnr.state.mn.us\/watertrails\/lakesuperior\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">MN<\/a>,\u00a0<a href=\"https:\/\/dnr.wisconsin.gov\/topic\/parks\/watertrails\/lakesuperior\" target=\"_blank\" rel=\"noreferrer noopener\">WI<\/a>,\u00a0<a href=\"https:\/\/www.michiganwatertrails.org\/uptrails.asp\" target=\"_blank\" rel=\"noreferrer noopener\">MI<\/a>), and fifteen Indigenous Nations.\u00a0But its complex governance and lack of a unified management structure on the U.S. side result in fragmented administration and inconsistent stewardship.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cami Armendariz, Master\u2019s&nbsp;student&nbsp;and the Center for Water Policy\u2019s Water Policy and Science Communication Fellow (2024-2026)&nbsp;in&nbsp;the UW-Milwaukee School of Freshwater Sciences&nbsp;water policy track, conducted thesis research&nbsp;to&nbsp;investigate&nbsp;a sample of governance entities, their stakeholder roles, and community engagement strategies to characterize the overarching governance models currently shaping the&nbsp;Trail\u2019s&nbsp;development across Minnesota, Wisconsin, and Michigan.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By applying theoretical thematic coding across four pre-established conceptual frameworks, the analysis&nbsp;identified&nbsp;two governance models in action. These include the \u201cPublic\u2013Nonprofit\u201d Combination Model in Minnesota\u2014where government agencies provide oversight and infrastructure while nonprofits lead outreach and volunteer coordination\u2014and the \u201cTraditional\u2013Community\u201d Model in Wisconsin and Michigan, which is characterized by decentralized decision-making and informal local consensus, often without formal regulatory designation.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Armendariz\u2019s thesis&nbsp;study recommends&nbsp;establishing&nbsp;a \u201cLake Superior Water Trail Collaborative\u201d with a primary role&nbsp;of&nbsp;cross-jurisdictional coordination.&nbsp;Ultimately, future&nbsp;planning must evolve beyond physical implementation to prioritize mutual benefit for trail communities, explicitly defining the&nbsp;Trail\u2019s&nbsp;value to local economies, cultures, and environments. This will position the Lake Superior Water Trail&nbsp;as a cornerstone of a broader&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=4H5bjRXqPgU\" target=\"_blank\" rel=\"noreferrer noopener\">Great&nbsp;Lakes Coastal Trail&nbsp;Network.<\/a>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This thesis was supported by Lynde B. Uihlein and the Brico Fund through the Center for Water Policy\u2019s Water Policy and Science Communication Fellowship.&nbsp;Their generosity made this research possible, advancing insights into the governance and cross-jurisdictional management of water trails to support stronger community engagement and&nbsp;equitable&nbsp;access along the Lake Superior Water Trail and beyond. Thesis committee members included Melissa Scanlan, JD, Deidre Peroff, PhD, and Amber Wichowsky, PhD,&nbsp;who provided guidance in shaping this work and strengthening the qualitative research.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the Brookby Foundation Scholarship in Water Science Literacy funded a supplementary project further developing the Lake Superior Water Trail for Wisconsin\u2019s shoreline. Through this project, Armendariz evaluated 325 miles of Wisconsin shoreline to standardize information on community assets, including ecological resources, cultural sites, and trail access points. These findings were synthesized into an accessible <a href=\"https:\/\/drive.google.com\/file\/d\/1f0Ocusb3T22XPZgLZrlje3tQDdqiXck0\/view?usp=drive_link\">development framework<\/a> and a portfolio of <a href=\"https:\/\/drive.google.com\/file\/d\/1eYSgJVVfnwRUVVLxOv48ytiFjo5cILl6\/view?usp=drive_link\" type=\"link\"
